When Trump was president he blew up the nuclear deal with Iran and added economic sanctions. Their economy took a big hit, so I can see why they would prefer not to have Trump back even though he would be a disaster to the US.

Not really, initially some countries wanted to make it a gift. After all it comes from Russian assets and Ukraine is being invaded by Russia. Now they changed it so the countries with the worlds largest economies can also profit from the assets they took from Russia.

For a dictator keeping the population repressed is of vital importance to staying in power. So shit like this is prioritized over fighting normal crimes or corruption.
