I’m no expert in the matter but from what I gather here Steam Keys and in other comments around the web, Valve allows free key “generation” for resale in other stores.

The 170 replies were made before the thread was closed. The count just stays the same after being locked.

For those wondering, it’s the same bundle as the one from January 2022, but now it includes Myst 2021 in the top tier, instead of a coupon for the same game.
