Who gets a pager is controlled and tracked by Hezbollah. They know about Israel’s intelligence and surveillance capabilities. Using pagers in the first place is a security measure.
Even in Lebanon smart phones are cheap and ubiquitous. Pagers are only useful for very niche use cases.
