I can’t find the community you’re referring to, but I did find out through another NSFW community that users that aren’t logged in can’t see any posts tagged with NSFW. If you’ve found the community through Google or a link somewhere, that could explain why it’s empty.
The more likely option is that someone probably mirrored a bunch of reddit subs to try to attract reddit refugees and ended up (accidentally?) cloning some porn subreddits as well. I found a lot of communities named after subreddits that seem completely dead.
