He’s also replacing staff very agressively, installing loyalists whom he expects to do what he says. He has already gradually purged internal opposition within the Republican party, and continues work towards that end.
The essence of authoritarianism is grabbing more power (accompanied by claims of needing it for legitimate purposes) - with dictatorship at the far end.
